Certificate 3 Guarantee Funding
The Certificate 3 Guarantee provides eligible individuals with access to a subsidised training place in an Australian Qualifications Framework (AQF) certificate III level qualification with a pre-approved registered training organisation (RTO) of their choice — otherwise known as a Skills Assure Supplier.
The government’s aim is to assist working-age Queenslanders without a post-school certificate III or higher-level qualification to complete a nationally recognised certificate III qualification that leads to:
- a job outcome for individuals trying to enter the labour market or their desired industry/career; or
- advancement in the workplace or career progression for individuals already employed in their preferred industry.
Under the Certificate 3 Guarantee, foundation skills training (i.e. language, literacy and numeracy (LLN) training) and lower-level vocational qualifications are also subsidised in certain limited circumstances, based on an individual’s learning, skilling or support needs, to achieve employment outcomes for students.
Are you Eligible?
To be eligible to enrol in the Certificate 3 Guarantee, prospective students must:
- be a Queensland resident
- be aged 15 years or over, and no longer at school (with the exception of VET in Schools students)
- be an Australian or New Zealand citizen or Australian permanent resident (including humanitarian entrants), or a temporary resident with the necessary visa and work permits on the pathway to permanent residency.
- not hold, or be enrolled in, a certificate III level or higher qualification (not including qualifications completed at school and foundations skills training

Co-Contribution Fees
A contribution to the cost of training and assessment services — called a co-contribution fee — must be made by students undertaking a certificate III level vocational qualification and non-concessional students undertaking certificate I and/or II level vocational qualifications.
The only exceptions to the fee condition are:
- SQW participants — this training is provided fee-free to students with any additional costs met through SQW funding
- VETiS students — this training is provided fee-free to students with any additional costs met by the school
- foundation skills — this training can be provided fee-free to students
- lower-level vocational qualifications for concessional students — this training can be provided fee-free to students

Back to Work Jobseeker Officers
Back to Work’s Jobseeker Officers support unemployed jobseekers or employees that are at risk of unemployment to identify and connect with training and skills development. Jobseeker Officers can undertake Career and Training Assessments which assess an individual’s eligibility for subsidised training and recommend a training pathway including the Certificate 3 Guarantee Plus.
Back to Work Jobseeker Officers work with jobseekers or those at risk of losing their jobs to:
- Get career advice that helps them to find a job that suits them
- Find training that is linked to real jobs in the region
- Help jobseekers to determine their individual skills, as well as services and support that may be of assistance
- Provide independent advice on career and training opportunities

How to Apply
Back to Work Jobseeker Officers will assess a jobseeker’s existing qualifications, potential training needs and refer individuals to a subsidised training opportunity. If the Certificate 3 Guarantee Plus is not the right opportunity then other options can be explored.

Community Work Skills
(part of Skilling Queenslanders for Work)
Community Work Skills is one of seven programs that make up the Skilling Queenslanders for Work initiative. The program offers tailored assistance to disadvantaged Queenslanders, enabling them to gain nationally recognised skills and vocational qualifications up to a certificate III level.
Community Work Skills complements the Certificate 3 Guarantee; Queensland’s training entitlement program, by providing supported training places. Industry and local employers will be engaged to determine what industry specific vocational training and new and existing labour is required to meet local employment demands.
Community Work Skills primarily targets Queensland residents and at no cost to participants.
This program is for Queensland residents who either:
- Are ineligible for Australian Government employment services or assistance, or
- Require complementary services because they have significant barriers to learning and employment, or
- Have accessed Australian Government services for more than six months and remain unemployed.

Are you eligible?
To be eligible, disadvantaged Queenslanders must also be:
- Aged 15 years or older and no longer at school
- An Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on the pathway to permanent residency, or a New Zealand citizen.
Existing or prior qualifications are not a requirement, as Community Work Skills provides a second chance for participants to retrain and gain new qualifications.

Higher Level Skills Funding
Did you know the QLD government is committed to supporting education and training for Queenslanders by assisting individuals to gain the higher-level skills required to secure employment or career advancement in a priority industry, or to transition to university to further their studies.

The Higher Level Skills program provides eligible individuals with access to a subsidised training place in selected Australian Qualifications Framework (AQF) and is funded by the Queensland Government.
The principal aim is to help individuals gain the higher-level skills in Certificate IV level or above qualifications.
Are you eligible?
To be eligible for the Higher Level Skills program, individuals must:
- Be aged 15 years or over;
- Be no longer at school;
- Permanently reside in Queensland;
- Be an Australian citizen, Australian permanent resident (includes humanitarian entrant), temporary resident with the necessary visa and work permits on pathway to permanent residency;
- A New Zealand citizen;
- Not hold, and not be enrolled in a Certificate IV or higher-level qualification, not including qualifications completed at school and foundation skills training.

To maximise opportunities for individuals living in Queensland on long-term pathways to Australian permanent residency, there are 66 visa subclasses (XLSX, 27 KB) which are eligible for subsidised training in Queensland. Common features of these visa subclasses include permanent stay status, eligibility to receive Australian Government Centrelink support, and the ability to apply for permanent residency status after defined periods of time.
